Oswald was created by Disney (Disney was producing the cartoons for Universal), but then Walter Lantz and others took over and Disney himself was no longer involved in the series after that. Lantz and his team continued the production of Oswald shorts until the 1940s. The Disney company got the rights to the character back in 2006, so the character is back with Disney now, but the Lantz-produced Oswald shorts are still owned by Universal (at least the ones that hadn’t fallen in the public domain).
